tracker 1448 will not plane out

I have a 2009 tracker grizzly 1448 with a Suzuki 15hp. With just me alone I have had the boat up to 25 mph. With a fishing partner it will not even plane out. I have added a hydrofoil and it didn't do a thing. The boat calls for a long shaft but the cavitation plate sits about an inch and a half below the hull. Im thinking I may need a jack plate to get the boat on plane with more weight in it. I have had the boat up to 21 mph with with 2 people if it ever planes out. I just can't settle for not planing out the boat with a lil extra weight . Any suggestions? Prop,weight distribution? Any help would be greatly appreciated. I've ran out of options besides a jack plate

Hmmmmm, at 21 mph it should be on plane easily, even with more weight. Sounds like a trim or weight thing.

I had the same problem when I first set my boat up. I decided to set my boat up to run best with two people since more times than not, I have a second person in the boat. I changed props (don't know your WOT RPM), and I also try to keep my fuel tank as low as possible. Mine holds 16 gallons so I usually keep it 1/2 full or less to keep the added weight down. Every bit helps. See what your WOT RPM's are and adjust your prop to run optimally with two people in the boat. I now run 23mph with two people in my Tracker DV-16 with a 40hp Mercury when I couldn't even plane before with two people!

That's where I'd start. Where is all of your load located (battery(s), fuel tank, gear), the stern? I would also play around with the outboards trim positions.

I have a heavily loaded 1432 running an old Force 7.5HP and it will plane with 2 adults, no problem. The load is centered in the middle seat bulkhead, that's where I have 2 batteries, fuel tank, anchor and the passenger's seat.

I have a foil on mine and wouldn't remove it. Actually, I did, and it went right back on the outboard when I got home. Without the foil the boat planed slow, with it, it pops up on plane.

Oh yeah, what elevation are you running at? My jon won't plane at 5000' with me and my 2 kids, but does fine by myself. At 9000' it won't plane by myself, pushes about 12-14mph. I didn't swap props though...
