The manufacturers rarely have one but you might start there. Otherwise you need to track the wires down. You will have a NAV switch that controls the bow and stern lights. You likely have a live well switch. An accessory switch, interior lights, and livewell light. This is a three year old boat. Why would anyone remove the switches? How about the instruments? Were they removed as well?

Re: Tracker Targa wiring

The NAV light switch has three settings. OFF, NAV (both bow and stern lights on) and ANC (anchor). In that position only the stern light is on. The Aeration pumps may be simple on/off switches but generally they are special switches that have a timer built into them. They are either ON, OFF, or Timed (30 seconds on and off for three minutes or so.) Some of those switches the time is adjustable. Get switches here on iBoats.
