Weld it. But drill a few holes through the outer peice -- both sides. when you slide in the inner piece, weld through the holes and then weld the seam. By doing the reinforcing inside, you essentially weakened the axle. Had you placed a tube OVER the axle you essentially increase its diameter and therefore strengthened it. Weld it in the same manner.
