Depends on your trailer geometry. I would guess 12" would be OK for most trailering. I dragged a J 140hp for many miles/years and tilted just enough to give ~ 12" clearance and never had a problem.

Get it as high as you can. I modified a motor toter for my 25hp outboard. My skeg is probably 16" from the ground. I run a strap from the trailer around the outboard and back to the trailer and cinch it tight to hold everything together.
If the roads are nice and your not pulling into any businesses on the way to the lake then you can probably get away with it hanging pretty low (6" or so) but if you start pulling in entrances to gas stations or whatever there's a good chance you will scrape.

I know 8" isn't enough. Darn RR tracks anyway.

You must have been driving perpendicular to the ties, right?

Why would you want to trailer your boat with the motor or drive down?

Right now Our roads are full of pot holes because of the nasty winter.
I reccomend a motor toter. I saw a guy hit a pot hole and bust up his lower unit.
I use a motor toter on My jonboat with a 5.5 Johnson.
