transom backsplash drains

I have a 1994 Tyee 18.5 with 115 outboard. Looking at it tonight I saw that one of the backslpash pass through drains is cracked and separated. Not sure what would cause this. Boat spends majority of its time on the trailer (not docked). Am concerned that the transom is getting water in it. Anyone know what is the transom construction is? Anyone else see this? Can those pass through drains be replaced or just let it dry out and fill the crack with RTV?? Any help would be great.

Thank you.... use RTV with it? Peen the other side over or do they make a tool? Thank you again. :)
