Transom repair?

I have a 1990 Sea Ray with a 115 merc I picked up last year. I removed the back seats for a gas tank sending unit repair and took a look at the bilge area and found some sort of white sealant that had oozed out from the top of the transom. This stuff is rock hard. Anybody know what this sealant stuff is? Has the transom had a quick fix repair on it, or is this something the factory squirts in for reinforcement? The transom feels rock solid. (sorry, no pics)

probably what they used to seal the transom when they installed the cap on the boat to fill the gap between the fiberglass and the wood.
