treating rust on tilt/trim

Hi, whats a good way of treating the rust on my 93 v4 90hp tilt/trim? the aft side is clean, while the other side has rust and large paint peels that havent fallen off yet.Any good suggestions would be appreciated! Thanks for the time!!
