Trim and tilt issue - lower rams going in before motor lowers

I recently had an issue with leaking seals on my OMC trim and tilt. It is the integrated type which was taken from a 1983 90hp J90TLCTE and fitted to my 1975 V4 crossflow using original steering shaft and modified yoke.

I replaced the seals on both lower rams using the genuine seal kit. All went well.

I have been raising and lowering the motor to bleed air from the system and topping up the reservoir whilst in the up position. I probably raised and lowered about 12-13 times.
The reservoir no longer drops and the squelching sounds of air in the system when raising the motor have stopped.

The issue is that when lowering the motor, the lower rams retract first (one then the other) before the tilt rams starts to retract. This means that the motor stays in the upright position for quite a while and then lowers.

Obviously, this isn't the normal behaviour - is this a sign that there is still air trapped in the system?

Loosen the steer tube nut and see if that solves your problem.
Do you mean the nut that tightens the horizontal shaft holding the swing bracket together? The motor moved up and down freely before fitting the trim/tilt unit. I tried releasing the manual release valve. The motor doesn't go down by itself. When pushing down on the motor it really feels like there is air in there as it feels "spongy". If you push down it goes down about an inch on the shaft but then pushes back up again when released. If I push really hard down then it will go down with the release valve loosened but it feels like i'm just pushing fluid through the system. Once down and tightening the valve and tilting up and down the problem is still there.

The System is behaving like you have have engaged the Trailering lock, which is why Salty(no disrespect intended), suggested loosening the Tilt Tube.
Have you tried holding the Switch on, after the Outboard is all the Way Up, and all the way Down? If not, do it a few Times, and then recheck the Fluid Level.
I assume you somehow attached the 93 Yoke to the 75 Motor
