trim and tilt

Help!! I have an 1992 Evinrude 48 special in which the manual tilt went bad. I had to cut the rod of the old tilt but am having trouble getting the top pin out. The top pin has a cotter pin which I removed to allow it to slide or be driven out however where the pin is makes in nearly impossible to strike a punch on it. The pin has a flat head on the other side which has a threaded hole. Is there a tool designed to remove this pin? How do I get It out? Thanks.

OMC had a slide hammer puller that the rod on it threaded into the pin to pull it. Are you in fresh or salt water??

I'm not sure where the moter has been. I just purchased it. I do see some signs that it may have been in salt water. I have cut the end of the shaft off even with the lug and drove the pin about a 1/2" and then it stopped. I have been heating around the pin and applying penetrent oil. Thanks for the help. I did try pulling the pin using a socket and bolt but the bolt rung off. Now I have another problem to deal with. I'll try drilling and taping and see if I can find one of the puller tools. Thanks again.
