Trim cylinders not moving evenly

I just installed the trim cylinders on my 165hp Mercruiser. They're not attached to the rear shaft yet so I could check their operation since they're used cylinders. When I run the pump in the up direction, the left cylinder starts extending, but the right cylinder won't start extending until the left is completely extended. Same thing in the down direction. Left cylinder retracts and right won't start moving until the left stops.
Shouldn't they both move at the same time? Do I have a bad cylinder?

They never will run equal unless you hook them to the drive.

Helo kaliona, No, they won't move together..... they sound normal to me.

The cylinder with the least internal resistance will move first. Once it's fully extended (or its internal resistance increases to be more than the other cylinder) then the other one will start... So, you have a completely normal system....
