possible fuse for the trim under the cowling would be on a wire from the starter solenoid to the trim control box. Under the cowling is a black box (trim control) if you follow the wire from the trim pump you will find the box. Ask someone to push the trim button and see if you can hear the relays click in the box. Post back what you find please.

Ok it clicks when pressing the up and down now we have come to the realization it's the relays that are shot so now how the blooming heck do I remove the relays

depending on trhe type of pump and how they felt when they put the system together.

Evinrude used a number of systems to control the tilt trim.
3 wire pump with 1 relay for tilt up and direct for tilt down
3 wire pump with 2 relays, one for up and 1 for down.
2wire pump with either a contactor box or 3 relay setup- one up 1 down and a control relay.

if they are the chunky can types of solenoid then each will have 4 wires. 2 large chunky terminals for the load and 2 small wire terminals for control. the 2 large should have a nut on each and same with the smaller ones.
the solenoid maybe held into the control box by 2 screws..

remember to take pics b4 undoing it all... just in case :)

I think you are jumping the gun. You have proven that the problem in not in the controller but that doesn't mean its in the relays. The relays are like road blocks when activated they allow power to go down the road to the pump. If the trim did not work in either direction then both relays would have to be bad (97 is a 2 relay system unless modified).
Did you check for a fuse? it should be on a red wire that goes fro the tilt relay box to the starter solenoid.
best to test with a volt meter but the other way to test is to....
unplug the trim pump that's the blue/green large wires that go from the trim pump to the black box. Make a jumper with a 20amp inline fuse and then touch the jumpers to the battery so blue is + and green is - the trim pump should run and the motor should rise. If that works then reverse the jumpers so green is positive and blue is negative and the trim should run and motor should go down. If neither works or the fuse pops it means you have a bad trim motor. If both directions work then it means the trim relays either are missing the + (fuse) or the negative (black wire bolted next to trim relay box) or both relays failed at the same time (not likely)

p.s if there are 3 wires going to the trim pump then a old style pump has been installed do not test and post back for different instructions.......Do not skip the part about a inline fuse as smoke is never a good way to test a item. If you can get a meter just put the probes on the green/blue wire from the trim relays to the trim motor and press the switch it should go 12vdc+ or 12vdc-

You could have corrosion in the connection you just unplugged; make sure the contacts are clean. Also, you can VERY lightly tap the motor with a screwdriver handle because the brushes may be stuck. Good luck

the first step is to always hot wire the motor and isolate your problem to either mechanical operation or electrical controls. everything else is somewhere between chasing your tail and throwing darts.
