Just a thought, but I had that problem with my trim after having the motor rebuilt. I had to loosen off the manual relief screw and when we put it all back together the trim wouldn't work. It sounded like the motor was trying to work but it just didn't have enough pressure to move the motor. We ended up replacing the o-ring that is on the manual relief screw and topped up the fluid. It works great now. Might be something to look at if you had to loosen off the screw while changing your trim motor. Hopefully your solution turns out to be something as simple as mine was.
