Trim Rams not moving

I haven't used my 1987 SR 180 BR much this year, but I take it out of storage periodically to run the motor. It's been 14 weeks since I last ran it. The engine is a 4.3 V6 with an Alpha 1 drive and the rams appear to be the original ones to the boat. Today, I brought it out of storage and took it home. Connected the battery up to start the motor, put the muffs on and then tried to lower the outdrive. It would not budge. 14 weeks ago the outdrive went up & down fine and has done ever since the resto 2 years ago. The trim switch doesn't appear to make the pump make any sound, but when I use the trailer switch, the pump whirrs and the out drive moved up to full UP position. Nothing happens when I try to lower the outdrive with the Trim switch.
I tried pulling down on the outdrive, but I have to say didn't use much heft behind it.
Any thoughts on what could be the problem and how I can troubleshoot it. I'm wondering if the rams are simply stuck through lack of use?

If you left the rams fully extended under pressure ,they might be stuck but not having the trim pump run dosent help either. jump the large green motor wire to 12v.
This should operate the motor. If it does and the rams still don't move ,there stuck. Reverse the 2 hyd lines at the pump to lower it , then return them to the original position and always relieve the pressure, fully up or fully down
