trim tabs stay extended on the trailer overnight, won't hold underway.

Hello all. I have a 1985 Bayliner ciera 23.5' with boat leveler trim tabs. The trim tabs will hold overnight on the trailer but once i am in the water running they only hold for a minute or so then i have to readjust them. I have checked the cylinders out of the water no leaks that i can see. Could it be a valve in the pump housing? Also it doesnt seem to go through any atf. Thanks in advance.

Make of the tabs ?
Age of the system ? Any known repairs to it.
Checked & refilled correctly.
Lots of air bubbles in the oil after they stop working ?
Oil on water if stroked while in neutral & tied to the dock ?
Oil ANYWHERE within spraying distance of any parts ?

Does it need refilling ? My grammar do.

The questions above need to be answered, but I will take a stab at this, if you have no leaks my WAG would be pressure leaking by the cylinder piston seals. Give us more information so we can answer better than guesses.

The ...ATF... ?? Automatic trim function ? Can possibly be doing something. If available shift it to auto & test. Then shift it to manual /off & test it. Any differences ?

Automatic transmission fluid, which is used in some units.

I always go for electric first.
Do you have a Automatic & manual leveling system ?
