Trim tabs

I just recently bought my first offshore style fishing boat. A Concept30 PF: my question is I'm having trouble w/ the trim tabs (Bennette). They sometime work & sometimes don't. When I push the trim tap switches the cylinoids on the hydrualic motor you can feel geeting hot like their trying to engage the pump but the tabs won't move. Then again sometimes they will work. Does anyone know of an idea that will eliminate replacing the entire system. I have checked for loose wires, there is plenty of fluid inside the pump. Any information will greatly appreciated.

Unhook the cylinders from the tabs and then actuate the pump to see if that does anything. If not, then try removing the hose from the cylinders and try it again. This will at least narrow the problem down to the actuators or the hydraulic unit.
