trim tilt guage on Evinrude 120 HP

I just bought an '89 Crestliner, that was purchased with an '88 Evinrude 120 VRO.

I see a trim/tilt guage on the dash, but it doesn't work.

How many different things could it possibly be, and in what order should I start checking.

I'm a veteran boater, but a newbie at figuring out any of this stuff myself.
