trim/tilt, not working & ground melted

1995 115. Guy I bought the boat/motor from said the tilt/trim just stopped working. The ground wire looks like its been submitted to extreme heat and If I try to trim it gets very hot. If the motor is seized will the ground get hot? Im an electrician but low voltage DC is not my thing.

I have power coming out of the solenoids. Also the pin that holds the motor in place (sorry I don't know the correct names of things yet) went through one hole and through another hole, meaning that theres no way its physically possable for the motor to move. The inside piece with holes in it also has a semi circle cut out in it, is this where the pin should ride? Im guessing he had it the way it was because the trim/tilt was not working.

A dead dc motor could do that.
does the motor make noise?
it could be shorted or seized.

Yes, he had the pin through the holes to keep the motor from kicking up and to keep it in a certain position. And yes, normally with the tilt and trim working, it would rest in the "semi-circle" part when fully trimmed down. One way to test the motor is to put 12 volts directly to it...

So... does the motor make any noise at all?
If not, try TAPPING on the wires to make it go forward and then in reverse and see if you can break it free. If even just a little bit of movement occors then its probably that the pump is seized and not the motor.
