Trim / Tilt switch testing???

I've got a 1996 Evinrude 90 hp. The trim/ tilt switch works on the side of the motor. But the one on the throttle control arm does not. It's got 3 wires coming out of it. Is there a way to test it to see if this is the problem?

Trace the wiring from the PTT switch to its connector. Connect the red lead of a ohm meter to the center terminal, connect the black ohm meter lead to one of the other two terminals. If the switch is good, the meter needle will move when you operate the switch. Connect the black lead to the remaining terminal and operate the switch again to check that mode.
