Having an issue with 2004 quicksilver up function not working. We tracked wires, which look good ( what we can see) but when using volt meter see the blue white wire is not passing juice. Trim tilt works on the side button of the outboard but not on the shifter. Do we need to replace entire shifter or is there something we're missing that is simpler?
