Trim up not working, trailer works

I am trying to fix the trim gauge and trip up. The trim down and trailer button both work. I have tried adjusting the trim sending unit and the trim limit switch and neither fix the problem. I have check the wiring on each and it does not appear to be broken.

Anyone have suggestions for me to try? I have tried to check the wiring in the throttle but I am not sure how that comes apart because I cannot get to the back side and there aren't any screws on the outside.

Also the trim gauge does not work at all, it is always in the up position. Any suggestions?
