trim went down won't come up

Trim,electric over hydralic...Motor 2001 Mercury 90elhpto mounted on a 98 20' Suncruiser Pontoon. Lowered motor but now won't come back up. Electric motor sounds good, oil level appears good (can't get motor up to properly check fluid), no visible leaks, contacts clean. Does anyone have a clue? When you first engage electric motor it acts like it wants to move but no go. Next move repair shop because I can't figure out how to get motor up to get at pump without taking apart.

I had a 60 hp that did the same thing there was two relays in very back of the motor near the rear latch. the relays were the same i swapped them the the motor would go up but not down. I after replaced the bad relay its worked fine.

That's all there is to it as everything else but the switches and the blue/green control wires is common.
