Trim will not go full down

Last fall I did a bellows job with trim senders along with all the routine layup stuff. I noticed a few weeks ago that the drive was not trimmed down full. Almost but about 3/4 to 1 inch to go on the trim cylinder.I must have heard the pitch change on the pump and thought it was home. Now that I think about it the pitch change in the sound of the pump is not quite so defined as I remember it the last time it trimmed full down but the pump is running.Can you give me an idea of what to check? Thanks

Worked it up and down a few times and its full in.
