Trouble shifting into Forward

Hey guys i have 1988 60hp johnson J60TLCCR. I seem to be having trouble getting the motor to shift into forward when cold. Reverse works fine all the time. I can get it to shift into forward if i shift into reverse then shift into forward. And once the motor is warm it doesn't seem to give me much trouble. Any tips on where to start?

Are you running the mtr in saltwater??

yes i personally have been running it in saltwater for the last 5 years. but im assuming its been a saltwater motor its whole life. not too many big lakes around here.

problem solved the set screw that holds the shift cable to the engine was broken not allowing me to shift into gear.
