Trouble starting of 1975 20hp Johnson

The motor generally will start, but I have trouble getting it to stay started as a put it into gear (forward or reverse). After it dies, it will not restart. Seems to be flooded. Any ideas. Is there a shifting place on the trottle? Handle has no markings.

What is the compression reading?

With the spark plugs removed, the spark on that model should jump a 1/4" gap with a strong blue lightning like flame.... a real SNAP! Does it?

If the engine has been sitting for some time, the carburetor is no doubt fouled somewhat and would require cleaning and rebuilding, using a complete kit.

Shifting is simply performed at a low rpm, a somewhat idle speed.
