Make sure the connections are tight.
If it's that old and you don't know the history???
It's possible the starter is original.
Take it apart and clean.
Or take the plugs out and see if it turns over.
If that works,do a compression test.
Post your results.

I made a tool to reinstall the brushes from an old liscence plate.
Or try taping it.

Tightening is not good enough. You need to disconnect both the positive and negative cables on both ends and clean them with fine grit sandpaper or at least wire brush them until they are shiny clean. Reconnect tight and cover them with conductive grease. If things don't improve, disassemble and clean the starter as mentioned by Jerry.
