Troublshoot Yamaha LF150 trim and tilt problem

This 2005 motor tilts up but won't hold in place and quickly falls back down in less than a minute. What would cause this? Could it just be low on fluid? Thanks for the help.

low fluid or leaking valve or the manual tilt release screw

leak down on the 64E showa unit
up main check valve leaking
manual release valve loose or leaking
trim piston oring leaking
or the free piston orings in the tilt cylinder is leaking.
as it goes all the way up I would not suspect low fluid level.
