Tune-up/General going over - order?

Motor: 1961 Johnson Super Seahorse 40HP (RDS-23)

So I got this motor a few months back, I've had it out a few times - it's ran well, started easy, no real problems to speak of.

I'd like to do some general maintenance/tune-up activities - but I want to minimize my effort and re-work, so I'm trying to come up with a general list... and an order to avoid repeating any work unnecessarily.

Water pump has been replaced.

On my list already -

De-Carb
Change plugs
Carb Needle adjust
Adjust idle
Adjust shift control

Any other suggested things? Timing? Choke?

Suggested order?

Were it mine, heres what I do.
Get the factory service manual, the genuine one.

Change the lower gear fluid. Reinstall with new seals on drain screws.
Compression test it.
spark gap test it.
Rebuild the carbs with new kits.
Leave the dang mix needles alone if it runs good.
Install shift cable per the manual, its simple if done step by step.
Install a tach if it doesn't have one.
