Turbulator placement with riser spacers?

Very specificly, we're do the turbulators go? On the mani to spacer bottom joint, or on spacer top beneath riser joint?

Ok Thanks....Have to sandwich the Turbulator plate between 2 gaskets however. The plate is not gasketed.
