Twin 230 hp's in Allmand

Hey guys...Im looking at a 28ft allmand sportfisher with twin 230 inboards. Owner says he can only get it to 18 mph at 3100 rpm. It only weights 8000 Seems like this is a seriously low top speed for this boat. Do you think this means something else is wrong (engine problems or water logged?)

My 89 Celeb. has a listed weight of 8900 lbs. & it's about 10,500 loaded.
I have a top speed of 34 mph (regardless of loading) with twin 4.3 Merc. I/Os.
If those are merc. 230s they should have a max rpm of 4500-4800. Sounds like the boat may be propped incorrectly.
is that straight inboards or I/Os?
