Dobb, the tie bar you mentioned will only keep both outdrives parallel to each other for running even distance apart. The difference in the trim motors can be a lot of things, oil thickness, motor speed, wire connections, different wire resistance, trim cyls, single solonids vs double, or the pumps themselves. I have twins and one pump is slower than the other. I do know if both pumps are exactly the same, wireing and everything and its very involved and only an experienced machanic should attempt this as I am. Those pumps on the up side generate 2500 to 3000psi, inside the pump resevour there are four adjustment screws for pressure and relief, the pressure tool is available. This can be a very tedious operation and on the bench is a must. If both pressures are made the same it will probably cure the problem. I have tried to get the information on the adjustment and no luck, I hope this info helps Buz
