Two questions/problems, one with pic

Ok, so ive got a 1975 Johnson 115hp first off. Out on the lake i was experiencing bogging out at most rpms. I THINK its a fuel issue, as it only does it sometimes. I did a search on here and read the posts on fuel issues, so i went and checked all my fuel lines (that i could easily see) and they looked ok. Ive got a lot of fuel leaking from somewhere, as its always in the bottom of the engine compartment. Im thinking that if theres a leak somewhere, that maybe im loosing fuel pressure somewhere???? I have a picture showing some of the fuel puddled up where i took the carb cover off, is this normal? I dont know anything about carbs, ive always dealt with fuel injection...

Ok, second issue. While looking at the inside of the carbs (little butterfly flap things) in my garage, i think i broke something inside my control box. It wont go to the neutral position so that the key will start. I found one online that says its missing the ignition switch and choke toggle, is that something that i can just pull off of the one that i have? Thanks in advance guys.

In the tilted position, some fuel will leak out of the carbs and is collected in the air silencer box. When the engine is restarted there is a hose connected at the lower right of the box and the fuel will be sucked back in through the intake manifold.

If its a lot of fuel, the carbs are flooding and need to be rebuilt.

As far has the choke toggle, a side veiw of the engine would help.(the side were the throttle linkage is)
