Under Platform Ladder installation

I have a 89 Sea Ray that I need to replace the under platform ladder that is mounted in fiberglass. I found one that I really like but the mounting holes are in a different spot than the old one. What is the best way to mount the new ladder under the platform since I cannot use through hole bolts and nuts?

Fix the old holes with Marintex or other suitable fiberglass repair materials. Preferably, it would be new fiberglass, resin, and gelcoat.
Mount the new ladder it the position you like and through bolt it, using 3M 5200 for a sealer. SS flat fender washers and nuts on the back sides. 1/4 x 20 bolts will be more than enough holding power.

It will be a tight fit into the bilge to gain access into the swim platform.

"Found" as in "I know what I want to buy" or, "I just Bought?"

Consider a four step ladder over the typical 3 step.
That bottom rung tends to be a long way up. :D

You could also screw in a piece of StarBoard to spread the load and cover the old holes.
