Underfloor rod locker design questions

I want to install a rod locker below the sole of my boat while making other repairs. I will run a drain from the valley (?channel) of the hatch cover out the side of the boat but am sure a little water will make it into the locker at times.

Most of the locker will be below the water line, is this typical?

Do they install bilge wells with pumps for this or is this a bad idea?

Who makes a good sealing hatch heavy enough to walk on in the 18"X12" range?

18 x 22 is not big enough. you need 36 ''. most in floor compartments drain into the bilge, look for a ski locker hatch. something like this

12" X 18" work's for my application.I do not have room, don't need, don't want a 36" ski locker hatch.
