Unknown Motor Part

I have recently purchased a used 1998 Sundancer with a 2001 90hp Mercury motor. I am new to the boating world and need a little guidance. Question; What is the rudder looking piece above the prop? It looks like a little rudder and seems adjustable, it also is currently offset and not in line with the motor.

trim tab to assist with motor going straight under power

That is known as a trim tab. It is adjusted one way or another to keep the boat going in a straight line without having to apply undue force on the wheel. It is also a sacrifical anode made of zinc or a zinc alloy so in case of electrolysis that part will be eaten away and not a non replaceable and more costly part of the motor.

thanks, that answers that and since it handles really good I believe I'll leave it alone.
