Re: unspent fuel comming from the top of the lowerunit

The fuel may be leaking from a fuel delivery line or a scavenge line on the power head. It also may be from carbs with floats set too high or sticking. Look inside the upper leg and see if you see evidence of a fuel leak.

As to the starting problem. Have you checked your circuit breaker? Since two separate systems are affected, you may have a power problem or a switch problem. The red wire that brings power to the switch comes from the circuit breaker. These are the resetable type and you can reset it by pushing in on the black plastic tab if it has popped.

The circuit breaker is on the port side in front of the exhaust box. If it has popped, the little plastic thing will be sticking out.

You said you had unspent fuel on the lower leg, not oil. This should in no way affect your lower oil which is totally separate.
