Unusual VP tilt/trim problem

It appears as though the tilt/trim on my 2007 VP 5.0 GXi-G DP-SA does not work when the ambient temperatures are in the 50's but does work when the temps are in the 70's. It has done this two days in a row. If it is cold (in the 50's) the tilt/trim will not work even when hotwired directly to the pump (via connector 'C' in the attached diagram). Any thoughts?

possible condension in the motor or the motor is struggling (already weak) and the oil being cold and thicker is just to much for it to start. Looks like the stator/brushes could do with an inspection but ive no idea how hard that would be to do

The electric motor is defective.
