up and down rpm

I have a johnson 2005 90 hp. it has been loosing 2 to 3 hundred rpm then right back up. Like it is cycling but wide open it does not do this-runs normal HELP

no it does it at all levels except wide open

Surging is often caused by air leaks in the fuel system.

Sure sounds like a fuel delivery issue.
