Upper end sputter 96 Johnson 150

My son recently bought the subject motor. I went through carbs, cleaned them and replaced bowl gaskets and spaghetti gaskets. Milled the backside of the carbs as they were slightly warped. Stator, optical sensor, power pack and plug wires are new from CDI. I have not messed with the fuel pump or the fuel-vapor separator. VRO is not connected.
The engine starts right up, idles good and has good hole shot. The problem is at 42-4500 rpm, there's a bad stutter in the engine. It actually smoothed out when throttled up to 5000 rpm.
I'm going to go through the grounds on the power pack and make sure all connections are clean.
Not sure what else to add. I saw something about the vacuum switch being a possible cause of running problems.
Could the overheat sensor be faulty and causing this, even though the warning lights didn't come on?

Does pumping the primer bulb at high speed help? If so look for fuel delivery problem. Clogged anti-siphon valve, clogged main strainer or filter or inadequate fuel pumping. Is the fuel pump still the OMS pump? Have you checked the vapor pump?

Thanks, I was thinking fuel delivery issues too, but don't really want to tear the fuel bracket down, but I'm sure I will. The fuel pump is a VRO pump that's been plugged.While running/sputtering, I pumped the bulb, didn't notice an appreciable change. The strainer at the fuel/vapor separator looks clean from the outside. I'm not sure what/where the vapor pump would be.

Vapor pump is on top of fuel bracket. However, if pumping the primer bulb didn't fix it, I would doubt it is a fuel delivery issue.
