Upper steering swivel replacement

Hi friends. Helping a buddy fix his boat, it started binding up on the steering last trip out. Brought it over and noticed it had a lot of play in the outdrive so I pulled it thinking it was the gimbal...not the case. The bearing seems fine but there is allot of slop between the gimbal ring housing and the bell housing. Pulled the lower metal pin which seemed to be ok but it appears to be missing a bushing as there was some slop in that section also....however the exploded view doesn't show one so if anyone knows that would be great. Now onto the upper steering swivel....hmmm. Do I have to remove all the bellows to get at this guy? Is there a typical replacement part that goes out? I noticed the swivel itself is a few hundred so I'm hoping its maybe just a bushing in there that is toast.

Lastly...I don't have a book for this so if anyone does I'd be grateful if I could take a peek at it...the online library can run a little bogged sometimes.

Good chance the problem is corrosion between the steering cable end and the aluminum tube in the power steering it goes through.
Pull the cable out of the tube, clean the corrosion out, lube it up and you should be good to go.
