us coastguard sticker

ive got a 1988 20' grumman pontoon boat, the coast gaurd sticker is worn out so bad it is unreadable. ive go several ?
1. do i have to have this sticker,
2. how do i get a new sticker,
3. i once read somewhere that the max hp for my boat is 70hp, but it came with a 75hp, if i get a new sticker am i opening myself up for huge fines?

You don't have to have the sticker but you can get another one by having the boat re-inspected. The Coast Guard does not care what size motor you have on the boat. But insurance companies sure do if you are ever involved in an accident.
