Vacuum bench test new lift pumps

Will new dry lift pumps hold a vacuum? I'm replacing the lift pumps on a 2002 motor (VX200TLRB) and decided to do the vacuum test on them while I'm waiting to install the VST filter. 1 of the 3 original pumps would hold 30kPa for 10 seconds before bleeding off. None of the new pumps would hold it. Do those lift pumps need to be wet for the diaphrams to seal up and hold a vacuum? Once I get the VST back together, I'll be able to do an on-the-water vacuum and fuel pressure test. I've just been poking around while I wait for parts from that Florida parts warehouse who has been screwing up a single order more times than necessary.
