vacuum switch alarm/can't achieve WOT

1995 Johnson 225hp 1995 Wellcraft 238CCF

When this motor was purchased it had a blown number 6 cylinder. With the help of IBOATS we rebuilt the motor and replaced all the normal parts recommmended on this site and the owners manuel. All 6 cylinders are firing now after replacing the power pack and plugs look great.
Problem is that I can not get the boat up on plane quickly(takes about 20-30 seconds) Maximum WOT obtained is 5100 (35mph)on the TAC and according to manual I should be able to obtain 5700 (42-45mph)WOT. I bought a new prop from turning point with 2 degrees less pitch and less diamete(17x14.5)(recommended for my hull and weight by prop wizzard). The new prop still only gets 5100 WOT.
On occasion I get a warning horn when I give it full throttle while trying to get up on plane. It goes away when I back off or just push through it. (I also pre mix a 1/100 oil mix incase VRO shuts down) Under load(few extra people, 4 or 5) it is difficult to achieve 4500 RPM or even get on plane.

I read a side note in my manual that there is an alarm for a vacuum switch that will beep only when under heavy load and giving throttle due to a leak in the fuel/oil line.

If this vacuum leak is the problem would it be preventing me from reaching WOT 5700 RPMs due to restricton of fuel?

Anything you guys can tell me would help because there is nothing else about it in the manuel. Also, what needs to be done to fix this or where would you start in diagnosing why I can't achieve proper WOT.
