Valve Cover Removal

I just tried to remove the valve cover on my Yamaha 2002 model F100 4 stroke per the Yamaha outboard shop manual (Clymer B791).
The instructions say that the valve cover can be removed without removing the power head from the engine.
I was able to remove all the components and the 14 screw without any problem.
I was able to pull the valve cover loose, but not remove it. The end of the cover which fits into the back of the 2 camshaft pulleys did not allow me to lift the cover up enough (not enough clearance) to slide it forward.
Am I suppose to rotate the flywheel to lower the camshaft lobe at that end ?
Any suggestions, because even with the power head removed (which I do not want to do at this time) I would have the same problem.
Sliding the 2 camshaft pulleys halfway forward might do it.
