Valve Lash on non-roller aq231a

I installed a new timing cover and crank seal. The timing pointer is a little bit off so I had to re-scribe true TDC and put a new timing tape on the harmonic balancer. To find TDC I used a brass piston stop, and in order to do that I had to remove the rocker arms on #1 cylinder so it wouldn't hit the valves. I'm at the point of re-lashing the rocker arms for #1. The manual says to find 0 preload then tighten 1 full turn. That seems really tight. I noticed the on the other cylinder pushrods (I havnt touched) I can turn them (with a bit of resistance) while the valves are floating... Does this mean They are all too loose and have to be tightened, or is the adjustment I should use for #1??

Standard SBC valve adjust. I personally prime the oil system first to make sure the lifters are pumped up. I go 3/4 turn past zero lash. Zero lash is not where you can't spin the push rod (you can spin them any time), it is where you can't wiggle it up and down.

One other note, if your balancer has moved, i would assume it will continue to move throwing off your marks again. I too, had to replace the balancer on my SBC. I had good luck adjusting my valves using the method of doing it while its running.
