What you're proposing is not a safe way to secure a battery in a seaway, and the reason you can't find it.

Better to stay away from velcro. It's OK for no load holding, but doesn't have the strength to hold against a battery being shaken around and the velcro will deteriorate quickly in that environment. A quick release strap would be the way to go, but use the metal buckle vs. the common plastic one. Most hardware stores have them (HD, Lowes, Ace), or get it online. Most metal buckles are nickel or zinc, so corrosion shouldn't be an issue.

Two different ways to go about it. One way would be to sew the strap onto the buckle on one side (static) and the other would feed through a double eye, which makes it adjustable. If you don't have any way to sew it, stop by any upholstery shop and I'm sure it wouldn't cost $5 to be done properly.

The second way would be to use the double eyes on both sides. No sewing and both sides would be adjustable.
