very fast idle problems in neutral

Hello everyone, I have a 2006 Caravelle 187 with a 4.3L mercruiser 2 barrel carb with TKS. Today I took the boat out for some fun and it is revving at 3000+ RPN in neutral. When I put it into gear the RPM seems to go back to normal. So the fast idle is only in neutral. I recently put a new old stock carb on it , replaced the plugs, wires, cap and rotor. Anyone have any ideas?
