That would be what it's scanning for. No sense sitting on that channel if there is nothing happening. Goes to the next channel. And the next and then repeats.
you could use the scan feature to scan channels that you know that fisherman use to see whats happening or you can scan through 16 and 9 for distress calls. most people use it to see whats going on out there on the water for any type of activity.
