Viking Outboard loses power

I have an older Viking outboard maybe a 1967 15hp. It seems to lose power when in gear even with throttle at full. I get full power in Neutral, I cleaned the carb but have no idea what's going on with it. It's as if gas is not getting through when in gear. It revs down on its own and my speed drops to a fifth of what it can do, but again I get full power in neutral, any ideas anyone???

I answered this somewhere else. It is not running on both cylinders.

If the power drop is like turning off a switch then you are losing spark to one cylinder.Disconnect and ground one plug wire.see if it will run.reconnect and disconnect the other wire and try it.
