Vinyl blisters

So, my vinyl is starting to "blister". For lack of a better term. A very thin film peels off and it's getting worse. It still has the same color underneath, but it looks like poo as far as I'm concerned.

Is this normal? Anything I can do? I assume I'll have to get it replaced, but don't want to do it again. The boat is only 6 years old!

Post a pic. If it is bad, you can use what you have for patterns and buy new marine grade vinyl. Then have a shop sew it all up after you cut out the new and reinstall it all yourself. Its alot of work depending on the size of the job but would make for a good winter project. They sell the vinyl all over.
