VIP trailer ?'s on surge brakes

So I recently purchased a 23.5' vincente 1990 BEAUTIFUL CONDITION the previous owner owner waterfront property so he had a hoist hence never used the trailer. It's a VIP trailer as stated by the metal plate. it's solid and a nice trailer but needs some tlc. So the other day I open up the cap for the brake fluid and not only is there none in it there is what looks like rust flakes inside.. GAH!! now I am pulling this 5200lb rig with a S-10 ZR2 which has a max of 5000#'s never far pulls just dry dock to gas pumps to launch. but there are some hills. needless to say I NEED BRAKES.
I looked into champion trailers site and there are new couplers and stuff but it looks like the couple on the VIP trailers were welded onto the trailer itself.. weird. Any thoughts on finding parts for this?

You can do two things: Buy a new attwood actuator, gut it and take all the parts from it and replace all the old parts in the current one. I've done this and it works but it's a pain. Or you can just have the whole new actuator welded in place of the old one.
